Recently, Danzhou City of Hainan Province issued an administrative penalty decision stating that 39 buildings on Seaflower Island have been identified as illegal and relevant companies are required to demolish them within 10 days. We are highly concerned.
In fact, the disposal of 39 buildings on Haihua Island is just one example of many incidents. There are also a large number of fake or illegal EIA construction, and then with the general "one blow", or "one tear down" events, resulting in secondary damage to the ecological environment. For such incidents, we suggest two basic solutions:
First, all demolition is subject to an environmental impact assessment; Minimize the negative impact on the ecological environment as much as possible. Tore down the building, built based on the demolition. That’s repeating the mistakes; Both construction and demolition will cause new damage to the ecological environment and biodiversity. For example, dust, noise and garbage will be generated in the demolition process, including oil and electricity, which are new environmental costs and also bring a lot of worthless carbon emissions. Therefore, in most cases, such events that have already been decided should not be simply dismantled or exploded. Finding ways to make its contribution far more valuable than its impact on the environment.
Second, we propose to create a trust -- to create a trust for these 39 buildings, with qualified, competent, multi-party management.
The establishment of trust will certainly give play to the value of these buildings, make the greatest contribution to environmental protection and restoration for Hainan Province, China and mankind, and produce the greatest social effect. Conflicts among stakeholders and the society can also be effectively taken care of and considered. All stakeholders of public environmental interest should be invited to participate in the trust. Who's in charge? For example, national foundations in related fields can be asked to manage them.
If the trust is adopted, it will become the latest practice of making positive contributions to the ecological environment, and a new model of dealing with such events from the perspective of public interests, economic interests and sustainable development.
