Recently, the ministry of urban and rural-housing development welcomes suggestions on revision of national standards of the reevaluation procedure of engineering construction. Having known this information, CBCGDF would like to share our insight into this issue.

CBCGDF has been working of biodiversity protection for a long time and knows much of strategies on improving our country’s construction of electric power.

Here are some details of our suggestion.

Reason: since headquarter of Chinese government has continuously emphasized the importance of biodiversity protection for the development of ecological civilization. We absolutely should add green concepts into plans in all kinds of fields. Since the development of projects of electric power is becoming increasingly significant, then under the guidance of goals about carbon neutrality and carbon peaking, we want green and sustainable development ideas should be included in electric power industry.

Suggestion 2: the prevention and governance of invasive species should become part of inspection procedures of electric plans.

Reason: it is identified that electric constructions sometimes bring about a comfortable atmosphere where natural invaders enlarge their territory and hamper the regular life of locals. For instance, some materials of the electric packages used in electric engineering facilitate the dissemination of nematodosis (a disease to plants caused by certain insect). As time goes by, most part of the whole forest will be infected due to human activities on electrics. Therefore, to realize an environment-friendly ideology in electric engineering, the national standards should give enough emphasis on the prevention of invasive species.

Suggestion 3: Construction of marine wind power should feature the consideration of the migration of wildlife, especially migratory birds.

Reason: Cooperative governance requires the synchronization of countermeasures of both climate change and biodiversity deterioration. Since marine wind power owns a promising future and will be promoted all over the world, we must reevaluate these turbos’ influence on migratory birds, such as East Asia-Austria Flight (EAAF).

To conclude, CBCGDF has been working on biodiversity and nature conservation for over thirty years, we hope that, for this time, government sectors in charge of this revision on national standards could kindly hear our voice and consider our proposals.
