Five Suggestions on Measures for Monitoring, Forecasting and Management of Crop Diseases and Insect Pests (Draft)

Recently, the Ministry of Agriculture and Rural Affairs, PRC issued the "Measures for Monitoring and Forecasting of Crop Diseases and Pests (Draft)" and solicit public opinions. 

In this regard, the International Cooperation Department of CBCGDF plays a "think tank" in environmental governance and policy advice. Based on the survey of front-line staff and relevant experts, the draft solicits opinions and proposes five suggestions.


  1. It is suggested to take the ecological civilization thought as the guidance;

  2. It is proposed to include avoidance of conflict-of-interest clause. It is suggested that the agricultural sector should entrust the third-party organization experts to demonstrate the quality and performance of the current domestic manufacturers' intelligent monitoring products, and it is necessary to put forward the expert avoidance system and benefit delivery. Full participation and oversight by social organizations and the public should be ensured. 

  3. Lack of top-level design and standards. To avoid the development of standards by a few domestic manufacturers to control the situation, otherwise may lead to a lack of scientific;

  4. It is suggested to strengthen capacity building and personnel training. If the basic agricultural machinery or plant protection personnel lack professional technology, institutional constraints and professional responsibility, no matter how good the equipment is;

  5. It is suggested to listen to the views and feedbacks of front-line practitioners fully. Proper knowledge comes from practice, and we should ensure that we thoroughly listen to the opinions and feedbacks of practitioners.
