The Yellow River, famous for its rich silt concentration, is the second-longest river in China. Passing through 9 provinces with 5464 km long, the Yellow River is known as China’s “Mother River” and the cradle of Chinese civilization. It also plays an important role in China’s ecological security and sustainable development. However, for years, the Yellow River has faced some persistent threats due to natural and human factors. Flood risk, wetland degradation, water and soil erosion, and species extinction are just a few examples.

Recently, draft legislation—Yellow River Protection Law—has been proposed by the Ministry of Water Resources to protect the ecosystems and promote green development of the Yellow River Basin. To solicit comments and proposals from experts on this draft law, CBCGDF organized a panel discussion hosted by deputy Secretary-General Ma Yong on May 19 in Beijing. Authorities and scholars from the fields of water conservancy, ecology, and environmental law attended the meeting.

The first half of the meeting focused on the potential issues the draft law may have as well as the threats the Yellow River is currently facing. Ideas and opinions were widely shared and exchanged among participants. Then, keynote speeches on detailed amendments were given by experts and scholars from recognizable universities and authorities including the Ministry of Ecology and Environment, China University of Political Science and Law, Chinese Academy of Sciences, China Society of Territorial Economists, Chongqing University, Shandong University, Zhengzhou University, Northwest University, and Northwest Normal University.

The panel discussion was live on CBCGDF’s content creation platform Baijiahao and more than 16,000 people have joined online by the end of the meeting. CBCGDF will later compile the proposals from this meeting and submit them to The National People’s Congress for consideration.
