1. Increase financial support. Incorporate the construction of biodegradable materials industry-related projects into the province's critical industry support scope to provide support, combined with the development of the degradable material industry, formulate appropriate annual "betting" standards. 4. Support the establishment of industrial alliances. Actively guide third-party organizations to carry out the certification business of fully biodegradable materials, assist in developing testing and certification capacity, promote the establishment of an international mutual recognition mechanism, and form a testing and certification center with regional influence. Through the provincial science and technology plan focus on supporting the research and development of biodegradable materials and product development, and promote the transformation and application of results. Support the construction of the Hainan Provincial Key Laboratory and the Hainan Provincial Degradable Plastics Technology Innovation Center in the field of environmental protection. 8. Support the promotion and application. Unblock the sales channels of fully biodegradable material products, and support fully biodegradable material companies to use the Internet trading platform through various forms such as winter trade fairs, agricultural expo, and e-commerce platforms to carry out production and sales docking activities through multiple channels "online and offline," and expand marketing market. Through the laying of fully biodegradable material products, automatic vending machines, and other forms, consumers are encouraged to choose green and environmentally friendly fully biodegradable material products consciously. Encourage companies in emerging fields such as e-commerce, express delivery, and food delivery to purchase products with fully biodegradable materials that meet the performance standards. Support enterprises to open up domestic and foreign markets, expand the scope of application, and realize the full-scene application of fully biodegradable materials. This policy is interpreted by the Provincial Development and Reform Commission and will be tried for three years from promulgation. All relevant departments should further standardize the fund declaration procedures, strengthen fund supervision and performance evaluation, speed up review and evaluation and fund allocation, and ensure that the policy is implemented as soon as possible.
