Recently, the 2021 “Two Sessions Meetings” Proposal Group of the China Biodiversity Conservation and Green Development Foundation (CBCGDF) received a proposal from Wu Daoyuan, director of the CBCGDF Natural Education Academic Committee and the CBCGDF Ecological Community Development Fund. It mentioned that it is recommended to vigorously develop "ecological community" projects in China. "Ecological community" is an organism that is constructed in multiple dimensions such as natural ecology, industrial ecology, and social ecology, and sustainably develops in harmony and symbiosis. In this regard, the proposal puts forward four suggestions around the practical needs of ecological community development. It shared as follows.

Proposal for vigorously developing ecological communities in China

The 19th National Congress of the Communist Party of China clearly pointed out that "the people's pursuit of a happy and beautiful life is our goal." The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China in 2020 pointed out: “We must improve the social governance system of co-construction, co-governance and sharing, solidly promote common prosperity, continuously enhance the people’s sense of gain, happiness, and security, and promote the overall development of people and the overall progress of society. "

Since the outbreak of COVID-19 in 2020, both urban and rural communities have become our last bastion against the epidemic. The ecological construction of the community and the sustainable development of the community have once again become the focus of our attention. At the same time, this year is the first year of China's rural revitalization, and the ecological reconstruction of rural revitalization has also become a problem for us to think about.

Eco-community is a concrete foothold for practicing the idea of ecological civilization and people's pursuit of a happy and beautiful life. Every one of us strives for a happy and beautiful life to achieve ecologically sustainable community life, which is the concrete contribution made by every ordinary citizen to promote the progress of ecological civilization.

Eco-communities have just begun to sprout in China in recent years. In developed countries, the return of urban elites to the countryside began in the middle and late 1970s, which is the phenomenon that we are now returning to the countryside. At present, there are more than 1,000 ecological communities in the world, basically composed of long-term self-growing in a certain area.

In China, since ancient times, the Chinese civilization has advocated the harmony between man and nature, the natural farming lifestyle and family-style settlements. Our previous rural communities were originally ecological communities one by one, but in recent years, the rapid urbanization process has caused the dual social structure of urban and rural areas and the decline of the countryside.

At present, the country has put forward the goal of rural revitalization. The problems caused by the rapid development of urbanization have also caused more people to think about returning to rural ecological life. At the same time, the advent of the era of ecological civilization and President Xi proposed the direction of a global community with a shared future for mankind. It is believed that the next 10 years will be the most vigorous development of China's ecological communities.

According to the definition of ecological communities at home and abroad, we believe that ecological communities are: "organisms that are constructed in multiple dimensions, such as natural ecology, industrial ecology, and social ecology, and sustainably develop harmonious symbiosis."

First, it is a living organism. Just as human beings are a member of the earth, we are also a member of the ecological community. It forms a harmonious and symbiotic community with all things in the community, and this organism must be sustainable. How to achieve it? It must be constructed not only in the narrowly defined natural ecology, but also in multiple dimensions such as social ecology and industrial ecology.

We can imagine that the ecology of these three dimensions is drawn into three circles to produce intersections. The intersection between natural ecology and industrial ecology should be an ecological product; the intersection between natural ecology and social ecology should be an ecological lifestyle; The intersection between industrial ecology and social ecology should be a symbiotic production relationship in the era of ecological civilization. If we realize an "ecologically sustainable lifestyle" within a community, what we use and produce are "ecological products", the production relationship here is also a "symbiotic relationship of production" in the form of a union of free men and free men. Then our community becomes a sustainable development community and realizes the people's goal of pursuing a happy and beautiful life. It is the "ecological community".

According to the practical needs of ecological community development, the recommendations are as follows:

First, it is recommended that all provinces establish ecological community research centers and establish an ecological community theory and knowledge system in line with China's specific national conditions. Improve the indicators of ecological community construction. Promote governments at all levels to formulate "Regulations on the Promotion of Ecological Communities" to clarify the status and role of ecological communities in economic construction and social governance.

Summarize the practical experience of ecological communities at home and abroad, study and carry out pilot construction plans for ecological communities, and advocate that all sectors of society work together to promote the construction of ecological community models.

Second, strengthen party building work in ecological communities and promote effective coverage of party organization and party work in ecological communities. Support and guide entrepreneurs to provide services focusing on enhancing the people's sense of gain, happiness, and security, and promoting the overall development of people and the overall progress of society. Such as ecological nature education, community health centers, ecological design centers, rural revitalization and ecological environmental protection and other areas to carry out targeted social services.

Third, build a financial support system for the ecological community. Last year, the state established an industrial fund for green development, which can provide industrial fund support for the construction of ecological communities; The green development industry fund can be linked with the CBCGDF charity fund to explore the establishment of an "eco-community industry investment guidance fund to jointly promote the development of the ecological community. Governments, enterprises, social capital, guidance funds, etc. are encouraged to participate in the ecological community undertakings and explore support for the ecological community development of the PPP model; Promote the construction of service organizations such as ecological community incubation space, ecological community alliance, and ecological community service platform.

Fourth, focus on cultivating the practice mechanism of the young generation in ecological lifestyle. As ecological and natural education is the best way to transform ecological lifestyles, it is recommended to support various innovation and entrepreneurship competitions to set up ecological and natural education tracks, encourage universities to set up ecological and natural education courses, carry out ecological and natural education research, and hold ecological and natural education project competitions and practical activities. Enhance the awareness of ecological and natural education among the new generation of entrepreneurs, establish a career path developed in ecological and natural education, and encourage the development and growth of the ecological and natural education team.

This will greatly promote the revitalization of rural areas and the development of urban ecological communities. It will be able to better implement the people’s goal of pursuing a better life and realize the great rejuvenation of an ecologically civilized society and the Chinese nation faster.
