Recently, China Biodiversity Conservation and Green Development Foundation (CBCGDF) and Beijing Biodiversity Conservation Center jointly hosted the "Beijing Biodiversity Conservation Plan Recommendations Seminar for the 14th Five-Year Plan". At the meeting, Dr. Zhou Jinfeng, Secretary-General of CBCGDF analyzed the five aspects of the work of biodiversity conservation from a conceptual perspective.

 

The first part is to adhere to the idea of ecological civilization as the guide. Because biodiversity is the foundation of ecological civilization, and the idea of ecological civilization leads the Chinese people to a better and happy future along the path of ecological civilization. At present, the world is facing the crisis of biodiversity loss, so mankind must start the era of ecological civilization, and the idea of ecological civilization must become the guiding ideology of all biodiversity work.

 

In the second part, our country will propose the establishment of a "biological diversity law", and the relevant departments have verbally responded to this proposal. Beijing should take the lead and establish local regulations on biodiversity. This is the key to the construction of ecological civilization. The existing Wildlife Protection Law and Beijing's garden regulations are the products of industrial civilization and do not meet the current needs of biodiversity protection. As China's technological and cultural center, Beijing should establish local biodiversity law to provide an example for the construction of national ecological civilization.

 

The third part is to do a good job of publicity and education. At present, the textbooks of our country from primary and middle schools to universities lack biodiversity content. Biodiversity is precisely the greatest threat to mankind in the next century. Whether it is the biosecurity exposed by COVID-19 or the continuous impact of global warming, in the final analysis, it is the issue of biodiversity. Starting with education is the key to coping with these problems, so that human beings are aware of the importance of biodiversity conservation from an early age. Institutions such as Beijing Milu Garden should also be unified, form a joint force, expand the team, and jointly base on the core of biodiversity work, and then radiate out.

 

The fourth part is how to plan for urban diversity. Traditional thinking believes that various types of nature reserves are key areas for biodiversity conservation. But in the new era, the protection of biodiversity in densely populated areas is particularly important. First of all, the destruction of biodiversity in such areas is extremely serious. Take Beijing as an example. Both in terms of species quantity and quality, it has been greatly damaged in the past few decades, and it is one of the regions with the most serious biodiversity loss in the country. Secondly, unlike the previous five mass extinctions, the crisis of this era is caused by mankind itself. Therefore, changes in densely populated areas such as cities are the only hope. In particular, Beijing, as a world-leading city, should improve biodiversity in all aspects.

 

The fifth part is about the green construction of many small areas in Beijing. For example, the construction of the Canal, Nanyuan Wetland, Shahe Wetland Park, and Miyun Reservoir, as well as the construction of Beijing’s primary and secondary schools, and colleges, are mostly constructed in accordance with the systems and regulations of industrial civilization, severely destroying biodiversity. In the process of urban construction, the health of the ecosystem should be viewed from the perspective of ecological civilization. The most important thing in the construction of ecological civilization is the reform of systems and regulations, and biodiversity protection is its key project. Including the existing greening construction in Beijing, they all follow the thought of industrial civilization and place excessive emphasis on neatness and beauty. In fact, Beijing has good natural and ecological conditions and has its own resilience. We should give nature more space in the way of ecological civilization, comprehensively and systematically examine biodiversity, and follow the principles of conservation and nature. The garden thought of the ancient Chinese actually paid special attention to adapting measures to local conditions, emphasizing walking into nature and combining nature. It is a pity that many modern urban constructions have been alienated and have gone to extremes. Biodiversity should be changed institutionally. Beijing must take the lead in strengthening work in this area, not only in physics and biology, but also in ideology, law, and education.

 

In the final Q & A session, Dr. Zhou added: “In terms of biodiversity conservation, from the leadership to the grass-roots level, all levels of awareness should be raised. The current implementation is possible, but the system has not been changed. We should start with planning and put forward institutional recommendations."

 

Regarding the construction of ecological civilization, Dr. Zhou once again emphasized: "Ecological civilization is the totality of a system. We should not be bound by the thought of industrial civilization. We should pursue neat, green, tall, and beautiful, but should use the aesthetics of ecological civilization. To respect nature, natural things contain their unique beauty and truth."

 

He also cited cases of plastic book covers and moon cake packaging to analyze the importance of the popularization of ecological civilization and its close connection with all aspects of society: "Take plastic book covers as an example. We once proposed to the Ministry of Education that we no longer require students to wrap textbooks with plastic covers. Many people are puzzled about the relationship between plastic book covers and biodiversity. In fact, the pollution caused by plastics is not only in the initial production and use, but also in the final disposal. Randomly discarded plastic waste is a deadly threat to birds and many terrestrial and marine life. There is also an example of excessive packaging of moon cakes. Although the results of a large surprise inspection of moon cake packaging this year showed that they all met. However, this is due to a problem with the national food packaging standards. This standard was formulated by some mooncake companies. Beijing should systematically sort out and establish local regulations to meet the requirements of ecological civilization. "
