On October 29, 2020, entrusted by the Ministry of Ecology and Environment, the Department of Ecology and Environment of the Inner Mongolia Autonomous Region hosted an expert appraisal review meeting in Hohhot, on the “The City of Ulanqab National Ecological Civilization Construction Demonstration City Plan” (hereinafter referred to as “Plan”). Experts from relevant units of the state and the Inner Mongolia Autonomous Region, as well as representatives of the Ulanqab Municipal People's Government and the Municipal Ecological Environment Bureau attended the meeting. Ma Yong, Deputy Secretary-General of China Biodiversity Conservation and Green Development Foundation (CBCGDF), and Dr. Lu Shanlong, the reporter of the "Plan" attended the meeting as representatives of the preparation unit.

The participating experts listened to Dr. Lu’s explanation and content report on the preparation of the "Plan” and reviewed the relevant "Plan" documents. After inquiries and discussions by experts, they believe that the Plan deeply implements the idea of ecological civilization. Based on a full analysis of the natural environment and social economy of Ulanqab, the overall goal of creating a national ecological civilization construction demonstration city in Ulanqab is systematically put forward. It has established the "six major" system construction tasks of ecological space, ecological economy, ecological security, ecological system, ecological life, and ecological culture, and clarified the implementation path, key projects and safeguard measures. The Plan is formulated with sufficient basis, clear thinking, reasonable structure, comprehensive content and operability. It is of great significance for Ulanqab to build an ecological security barrier in the north, create a beautiful landscape of China's northern Xinjiang, and promote the construction of ecological civilization. It can be used as a guiding basis for Ulanqab to establish a national ecological civilization construction demonstration city.

The expert group unanimously agreed that the Plan was approved.
