On July 21, the State Forestry and Grassland Administration issued an announcement on the "Management Measures for Ecological Rangers (Draft for Comments)".

This Measures is formulated to standardize the construction and management of the national ecological forest ranger team. China Biodiversity Conservation and Green Development Foundation (CBCGDF) put forward a total of 19 specific recommendations, which have been submitted to the State Forestry and Grassland Administration:

I. About General Provisions

1. It is recommended to add the expressions "for the construction of ecological civilization" and "combat wildlife crimes" in Article 1 of the General Provisions and amend it to:

In order to thoroughly implement the idea of ecological civilization, standardize the construction and management of the national ecological ranger team, protect the legal rights and interests of the ecological ranger, and give full play to the ecological ranger's role in protecting forests, grasslands, wetlands, deserts and other ecosystems and biodiversity, and combating wildlife crimes, according to the "Forest Law of the People's Republic of China", "Forest Fire Prevention Regulations", the "Administrative Measures for Forestry Workstations" and other relevant laws, regulations and rules to formulate this Measures.

2. It is suggested that “Article 4 When the ecological forest rangers complete the prescribed forest protection tasks, they should be encouraged to participate in the construction of forestry ecological projects and develop the forestry industry to increase personal income.” Be amended to: “Ecological forest rangers are encouraged to participate in the construction of forestry ecological projects and the development of forestry industry while ensuring the protection of biodiversity and completing the prescribed forest protection tasks, to increase their legal income”. In order to prevent this article as an excuse to encourage illegal trade in wildlife.

II. About the selection and appointment of ecological forest rangers:

1. Taking into account the actual situation of aging and hollowing in rural areas, to help poor families get rid of poverty, it is recommended that there is no upper limit on the age of ecological forest rangers.

2. It is recommended to select and hire accurately to the household, and a poor family can arrange at most one member to become an ecological forest ranger.

3. It is recommended to accept the ecological forest ranger candidates recommended by environmental protection social organizations and national first-level societies.

4. It is recommended that under the same conditions, full-time ecological rangers have priority over part-time ecological rangers, or the ratio of full-time and part-time employment should be clarified; the length of the patrol work of part-time ecological rangers should be specified in the management and protection labor agreement.

5. Regarding the re-employment of ecological forest rangers, it is recommended that the township (town) government, when publicizing the renewed ecological forest rangers, specify the length of the announcement and specify the reasons for the re-employment.

III. Regarding the responsibilities of ecological rangers, it is recommended to add:

1. Implement key management and protection of key areas, plots, rare tree species, ancient and famous trees, national and local key protected wildlife species, etc., and report on the performance of duties in accordance with the management and protection labor agreement.

2. Any damage to management and protection facilities such as forestry publicity boards, sign boards, boundary stakes, boundary markers, and fences shall be reported in a timely manner.

3. To clarify the management and protection area of the management and protection responsibility area, can delimit a management and protection area not less than a certain value, which is more conducive to actual operation. It is recommended to link the management and protection responsibility area with the forest chief system.

4. The responsibility area of each ecological ranger should be clarified and should not overlap with the responsibility areas of other ecological rangers.

5. Report the hunting, gathering and trading of illegal wildlife in a timely manner.

6. Timely report and assist in handling rescue work for wild animals in the management and protection area.

7. Learn about forest fire prevention and assist in the publicity of forest fire prevention.

IV. Regarding the rights of ecological rangers, it is recommended to add:

1. They have the right to request local authorities to investigate and deal with the destruction of forest resources.

2. For patrolling, discovering and reporting the ecological destruction of grasslands, wetlands and forest resources of relevant departments, they have the right to know the corresponding feedback and treatment results.

3. Ecological forest rangers have the right to receive compensation for personal injury or property damage caused by their management and protection behaviors. The specific amount is determined by the township (town) government reporting to the higher authority.

V. Regarding labor subsidies and job security for ecological forest rangers:

1.Regarding the source of funds for the labor subsidies for ecological forest rangers, according to the principle of who benefits, who bears the burden, it is recommended to increase the contract fee fund paid by individual contractors who benefit from the behavior of ecological forest protection.

VI. Regarding the management of ecological rangers:

It is recommended to add: Those who have left home to work, or who have established archives as the ecological forest rangers of the poor have been lifted out of poverty, need to be dismissed in time.
