In order to thoroughly implement the idea of ecological civilization and implement the important instructions of the state leader on the green governance of express packaging, promote the green management of express mail packaging, promote resource conservation and use, reduce environmental pollution, on June 12, the new version of the "Green Packaging Regulations for Mail Express" was officially issued.
On April 8, the China Biodiversity Conservation and Green Development Foundation (CBCGDF) policy and research department once submitted to the State Post Bureau a proposal for revision of the "Green Packaging Regulations for Express Mail (Draft for Comment)".
After detailed reading and comparison, the CBCGDF sorted out the recommendations that were adopted by the State Post Bureau, including:
I. The first article of the overall recommendations put forward by the CBCGDF: It is necessary to make it clear that "promoting resource conservation, reducing environmental pollution, and protecting human health" shall be the purpose of the "Regulations".
Before the amendment, Article 1 did not clarify the purpose of the green packaging specification. After the amendment: Article 1 clearly mentions "promoting resource conservation and utilization and reducing environmental pollution"; The second article clarified "pay attention to resource conservation, eliminate excessive packaging, and avoid waste and environmental pollution".
II. Article 2 of the overall recommendation proposed by CBCGDF: Urgent need to define the concept of green packaging.
The revised "Regulations" mentioned in Article 5: reusable and easily recyclable packaging. It also mentioned "encourage delivery companies to give priority to using green certified packaging products."
III. In the first article of the detailed recommendations, the CBCGDF proposed to add quantitative provisions for the "fine packaging operation of internal parts" to ensure that its operations are measurable.
Article 6 of the revised "Regulations": The shipping company shall formulate the packaging operation specifications of the company's express mail in accordance with the relevant national regulations, and refine the packaging operations for different types of internal parts to ensure that they are quantifiable, measurable, and implement requirements for green packaging. It mentioned "ensure quantifiable and measurable".
IV. In the fourth article of the detailed recommendations, CBCGDF recommended increasing the collaboration between environmental protection organizations and shipping companies to provide stronger support for the full implementation of green packaging.
Article 27 of the revised Regulations: strengthen collaboration between shipping companies and packaging manufacturers, scientific research units, universities and environmental protection organizations, strengthen the connection of production, learning, and research, promote the development, design and production of green packaging, and focus on packaging issues deepen exploration and innovation, and promote the application of green products, technologies and models. It added the content of environmental protection organizations.
V. CBCGDF's detailed recommendation in Article 5: Social organization is an important link in increasing the awareness of public participation in green packaging.
Article 28 of the revised Regulations: shipping companies strengthen green publicity, actively disclose their practices and results in green packaging, and fully listen to the opinions and suggestions of users, media, and social organizations to improve the effectiveness of green packaging.
