Recently, the Ministry of Ecology and Environment has issued the "Guiding Opinions on the Implementation of the Reward System for Reporting Ecological Environmental Illegal Acts" (hereinafter referred to as "Opinions") to guide localities to establish a system for reporting and rewarding ecological and environmental illegal acts. The "Opinions" are divided into three parts: general requirements, improving the design of the reporting and rewarding system, strengthening organizational guarantees and implementing them.

The "Opinions" clearly stipulates "to protect the legal rights and interests of persons who report" according to law. In the design of the reporting reward system, it was clarified that the department that implemented the reward was generally the ecological environment department that made the administrative penalty decision. In particular, it pointed out that “informed personnel within the enterprise are encouraged to report”. For reporting to avoid the occurrence of major ecological and environmental violations, eliminating major ecological and environmental safety hazards, or assisting in the investigation and handling of major ecological and environmental violations and criminal cases, a heavy reward may be given to the informers.

At the same time, the "Opinions" also follow the spirit of advancing with the times and protecting privacy, and clearly encourage the exploration of the use of electronic payment and other convenient methods to issue bonuses to facilitate the informers to receive. All localities should further enhance their sense of responsibility and confidentiality in the implementation of reporting rewards and keep the personal information of the informers strictly confidential. Improve the efficiency of reporting and rewarding work, optimize and simplify the process of review and issuance, and reduce the acquisition of unnecessary personal information.

At the end of the "Opinions", the Ministry of Ecology and Environment requires that the provincial eco-environmental department establish and implement a system for reporting rewards by the end of June 2020. Before the end of 2020, the municipal eco-environmental departments with districts will establish and implement a system for reporting rewards.

The relevant person in charge of the Law Enforcement Bureau of the Ministry of Ecology and Environment pointed out in response to media’s questions that the "Opinions" were issued and the reporting reward system was fully implemented are important measures to implement the spirit of the Fourth Plenary Session of the 19th Central Committee of the Party and to modernize the ecological environment governance system and governance capabilities.
