CCTV reporter interviewed CBCGDF on public participation in waste disposal

On December 18th, Tong Ying, a CCTV reporter, visited CBCGDF and discussed with the Secretary-General Zhou Jinfeng and others to discuss how to ensure and expand the channels for public participation in the construction of waste disposal projects to mitigate increasingly fierce conflicts like“garbage siege” and “neighboring movement”.

 

Tong Ying highlighted the lack of communication between the government, construction companies, and the public during the construction of waste incineration plants, by elaborating series of domestic waste incineration projects recently investigated in Northeast China, Beijing, Hainan plus other places. The local residents were a resistance of such projects due to the misunderstanding on the projects.

 

"Can such conflicts be avoided? How to achieve better communication between the government, enterprises and the public? These issues are worthy of contemplation", Tong said. She believed that in the construction of China's waste incineration plant, public participation was far from enough; the transparency of project launching, site selection, bidding, and production was also deficient.

 

Some media, however, were not truly objective, contributing to the negative effects on the people. There was a strong need for media to be objective, scientific, and rational. In some cases, some local governments have long lost their credibility, escalating the public conflicts in waste incineration. Prominent issues needed to be addressed by the actual implementation of Public Participation Guidelines issued by the Ministry of Ecology and Environment as soon as possible.

 

Zhou Jinfeng, the Secretary-General of CBCGDF, also attached great importance to the related problems in the site selection of waste incineration plants.
