In January 2012, the Ministry of Environmental Protection Organization Southwest Inspection Bureau, Department of Ecology and Environment of Yunnan Province, Xishuangbanna Environmental Protection Bureau, Hydropower and Water Resources Planning & Design General Institute, Xishuangbanna National Nature Reserve Administration and  Nabanhe River Basin National Nature Reserve Administration completed the acceptance of Jinghong Hydropower Station on the mainstream of the Lancang River.

The inspection team agreed that the environmental protection procedures of Jinghong Hydropower Station are complete, and the ecological protection and pollution prevention and control measures proposed in the environmental impact statement and its approval documents have been implemented.

Jinghong Hydropower Station is located at the edge of Xishuangbanna National Nature Reserve, and its water storage area has flooded part of the experimental area of the reserve. The construction has caused significant disturbance to the ecology of Banna, changed the hydrological regime of Lancang River, and caused an irreversible impact on many fish.

However, at the time of the inspection, a local expert on Asian elephants told the inspection team that although no elephants had crossed the Lancang River for more than a decade, the Jinghong Hydropower Station would hinder the migration of Asian elephants, affecting the migration of Asian elephant populations on both sides of the river, and thus affecting their genetic diversity.

The Paper spoke with Guo Xianming, director of the scientific research institute of Xishuangbanna National Nature Reserve, studying Asian elephants for 32 years. Before the Huaneng Jinghong Hydropower Station was flooded, elephants on both sides of the river used to cross the Lancang to and from the two sides, Guo said.

This is utterly contrary to what the Asian elephant experts told the inspection team at that time.

In other words, a fact that is well known to the local population has been deliberately hidden. Since there is no way around Asian elephants' migration routes being flooded, they just ignored it. So a serious environmental inspection scene turned into a collective fraud.

Then there is the well-known but hidden fact that filling the reservoir has prevented the elephants from returning to their original habitats in Mengyang. There had been no elephant stabbing accident in Menghai before, but in the years since, there have been many.

In the construction of hydropower stations, we have avoided environmental protection by every means, and it is common for them to cheat the whole society.

Many established environmental protection measures have not been implemented. Many major environmental impacts have been deliberately ignored, and hydropower station owners who bear minimal environmental costs are lamented every day that it is too easy to make money.
