Should a floodgate be built in Poyang Lake? What will be the ecological impact? On January 8, 2021, according to the latest media report: The Poyang Lake Water Conservancy Project that has received much attention has made new progress.

 

Recently, the official website of the Department of Natural Resources of Jiangxi Province publicized the pre-examination and site selection of the Poyang Lake Water Conservancy Project in Jiangxi Province before approval. The announcement was accompanied by a site selection map of the Poyang Lake Water Conservancy Project and stated that the construction of the Poyang Lake Water Conservancy Project in Jiangxi Province is a comprehensive plan to solve the water safety problems of Poyang Lake during the dry season and has been included in the country plans to start construction of 150 major water conservancy projects from 2020 to 2022.

 

Zhou Haixiang, an environmental protection volunteer of China Biodiversity Conservation and Green Development Foundation (CBCGDF), expressed strong opposition.

 

Professor Zhou Haixiang: The reasons for opposing the construction of the floodgate in Poyang Lake to regulate the water level during the dry season are as follows:

 

1. Dryness is a natural phenomenon, and the dryness of Poyang Lake has two meanings.

 

First, there is a cyclical drought every year, which is the so-called "the ocean in summer and the low water in winter". This is due to the high-water level of the Yangtze River in summer, reverse topping, or inverted irrigation, and the increase in the amount of water flowing into the various water systems of Poyang Lake in summer. In winter, the above conditions subside, the lake water drops, exposing vast beaches, and some dish-shaped lakes are formed in the low-lying areas of some lake beaches (there are hundreds of dish-shaped lakes in Poyang Lake). Many of these dish-shaped lakes have been used by local fishermen before the Yangtze River ban on fishing, heightening the dam and forming some short enclosures. People use the annual lake drop to realize fishery production. The Qianyan Bridge in the lake, which was built in the Ming Dynasty, was built during the dry season every year in history. This kind of lake affected by the fluctuation of the water level outside the lake mouth is called a lagoon. The first meaning of the low water of Poyang Lake is the natural law of the lagoon.

 

The second level of "dry" means the difference in water level in the same period between different years. This also has its natural rhythm. The changes in the water level of Poyang Lake over the past 100 years can illustrate this point, which is related to the annual climate, precipitation and many other factors. Although it cannot be said that it is completely influenced by natural factors, it must be the main influence of natural factors. Such large cyclical changes are very important for the succession of an ecosystem, and the advantages and disadvantages of certain species cannot be seen from our perspective. If an ecosystem has been developing towards favorable conditions for certain species, it will be unfavorable for other species and the system will be out of balance. Therefore, nature will use changes to maintain the balance of the system. The ecological balance we often say must be a dynamic relative balance. Humans' excessive intervention in a system will destroy the balance of the system. We all know that Poyang Lake is the most important wintering place for waterbirds in Northeast Asia. There are not only white cranes and other endangered species here, but the reason why they have to go to Poyang Lake for overwintering for thousands of miles is because of the dryness, they can overwinter in Poyang Lake.

 

2. Regulation itself is against the laws of nature. Most of the lagoons in the middle and lower reaches of the Yangtze River lost their function as lagoons due to historical reasons. Not only are there finless porpoises, but also the last and largest natural wintering ground for inland waterbirds in Northeast Asia.

 

The concept of modern ecological civilization has made us realize that much of our damage to nature in the past is irreversible, and we cannot just put ecological civilization on slogan-like preaching.

 

3. The adjustment is artificially controlled. It can be said to have been a mess during the construction. After the completion of the project, the GDP indicators have also gone up, the political achievements have also been achieved, and the pockets of those who should make money are also bulging, and subsequent adjustments are left to the people who follow. The follow-up adjustments are controlled by humans, not the designer, nor the builder, nor the public can participate. Subsequent people will not do unprofitable work, and all the designs will be left behind, and the consequences will be unimaginable.

 

4. The purpose of building a floodgate, no matter how many prefixes are written, if there are so many areas where rivers meet, and the lack of water will affect the survival of the people, how do the people in other provinces and regions in China live? Can ecological restoration be solved by winter regulation? Will it become ecological damage? In my own opinion. The only purpose of the regulation is to make profit - to make money, and to increase the water level in winter to satisfy shipping is the real motivation. By then, the plunder of natural resources such as sand mining and mining will be more frantic, and the impact on aquatic life will be greater.

 

5. For the Yangtze River, this should be regarded as a major development project, which is completely contrary to the government's refusal to engage in major development.
