Recently, CBCGDF learned from media reports that the “Zhongmu Bird Habitat Reserve Planning and Construction Project” in Zhengzhou City, Henan Province has been fully commenced.

The bird habitat of the Yellow River wetland in Zhongmu is one of the typical habitats with the richest species distribution in the middle and lower reaches of the Yellow River. It is also an important wintering place for migratory birds in the Yellow River Basin. It is not only the largest overwintering location of China's grey cranes, but also an important wintering site of China's first-class protected bird great bustard. This area is crucial for maintaining the diversity and ecological security of the Yellow River Basin ecosystem.

However, according to the field investigations conducted by China Biodiversity Conservation and Green Development Foundation (CBCGDF) volunteers in recent years, although government departments and the reserves have done a lot of work on the closed protection and management of migratory birds, they have achieved certain results. However, incidents of illegal electric fishing, poisonous bird killing and bird catching in the Yellow River have occurred year after year.

The hardening of cement roads in the wetland reserve and the afforestation around the wetland have all caused migratory bird habitats to become “fragmented”. Unscientific artificial feeding has promoted the spread of diseases among birds, changed the habits of migratory birds, and had a huge negative impact on the survival of migratory birds.

In order to implement the “High-Quality Development of Ecological Protection in the Yellow River Basin”, the China Biodiversity Conservation and Green Development Foundation (CBCGDF) Policy and Research Department specifically applied for government information disclosure to the Zhongmu Natural Resources Bureau and the Zhengzhou Ecological Environment Bureau Zhongmu Branch. The application content includes:

1. "Zhongmu Bird Habitat Reserve Planning and Construction Project" project approval report and project approval document.

2. The project's construction permit and related approval materials.

3. Basic project planning information for the project.

4. The environmental impact assessment report and approval documents of the project.

CBCGDF hopes relevant departments to disclose the above information. In addition, it is recommended that relevant departments supervise and inspect the real-time situation of this project according to law.
