The Third Day of INC-2 in Paris - Finally Entering the Negotiation Stage of the Contact Groups

May 31, 2023 is the third day of the second session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution (INC-2), including in the marine environment. The meeting summarized the discussion results of the May 30th, including the rules of procedure, and presented speeches by representatives of contracting parties, international organizations, and stakeholders.

In response to the heated discussion on the rules of procedure during the last two days, representatives of each contracting party established temporary groups, which kept discussing rules 37 and 38 until 01:00 Paris time, arguing about several alternative solutions. The discussion document has now been made public on the INC-2 official website. On May 31st, after the temporary discussion group reported the progress of the discussion to the bureau, the meeting entered Agenda Item 4 - preparation for a legally binding instrument, with representatives of contracting parties and stakeholders making statements one by one.

After statements and speeches by contracting parties, international organizations, and observer organizations, various contracting parties at the meeting held discussions on the issue of rules of procedure. Saudi Arabia, Russia, and other countries believed that if the rules of procedure had not yet been determined, they should include them in the contact group discussion; The United States, the European Union and other countries believe that they should enter the contact group discussion as soon as possible. Discussions on this issue were intense at the meeting. At last, the preparation work for the document was completed and INC-2 entered the stage of contact group discussions.
