The Charity Law is the basic law of charity and the basic comprehensive law of our charity system construction. The amendment of the "Charity Law" can play a good role in guiding and regulating the problems and situations in the charity field, so as to promote the innovation of social governance and the progress of social civilization. In order to assist in the amendment of the Charity Law (Draft revision) and solicit opinions from various parties, on the morning of February 24, 2023, the Biological and Scientific Ethics Committee of China Biodiversity Conservation and Green Development Foundation (CBCGDF) and the Animal Legal Research Institute of Zhongnan University of Economics and Law (prepared) held a seminar on the amendment of the Charity Law with the main topics of charitable donations and animal protection .  Experts and scholars in related fields and representatives of social organizations were invited to attend the conference to discuss and exchange ideas on the themes of the conference.

In the keynote speech session, Professor Qian Yefang from the Law School of Zhongnan University of Economics and Law shared the relevant background, reasons and significance of the proposal to explicitly include animal public welfare activities in the Third Article of the Charity Law. Yang Honglan from the Political Research Office of China Green Development Foundation put forward some legislative suggestions on whether overseas NGOs can directly make non-restricted donations to domestic charitable organizations, and explained the background and legal basis.

 The Deputy Secretary Ma Yong said in the conclusive remark that Legal Committee of CBCGDF has put forward 13 suggestions on amendment, which have been submitted to the National People’s Congress. Experts in relevant fields are invited to participate in The discussion and guidance from experts and opinions from all parties gathered in this seminar will help promote philanthropy with good laws and governance. The suggestions formulated at the meeting will be submitted to the Legislative Affairs Commission of the Standing Committee of the National People's Congress in the near future.
