CBCGDF Low-Carbon Workshop: Add "Green Employment, Support Street Stalls, etc." | Suggestions on Shanghai Employment Promotion Regulations (Draft)

Recently, the 46th meeting of the Standing Committee of the 15th Shanghai Municipal People's Congress reviewed the Shanghai Employment Promotion Regulations (Draft) and publicly solicited opinions. The Low Carbon Workshop (LCW) of China Biodiversity Conservation and Green Development Foundation (CBCGDF) responded to the call and put forward the following three suggestions after careful study:

(1) Looking at the entire document, although it focuses on "high-quality full employment", it lacks the connotation of "green employment" and fails to reflect the green essence of the high-quality development era we are in. Therefore, it is suggested to increase the content of "green development".

(2) It is suggested to add to Article 16 (fiscal and taxation policy support): "Encourage the implementation of policy support such as registration exemption and tax exemption for waste recycling and maintenance sites to promote sustainable use."

(3)  It is suggested to support street stalls and provide institutional and legal support.
