To thoroughly implement the Party Central Committee and the State Council on the carbon peak, carbon neutral and major decision-making arrangements, according to the circular economy development plan in the 14th Five-Year Plan, NDRC is now revising the Circular Economy Promotion Law of the People’s Republic of China (hereinafter referred to as Circular Economy Promotion Law). We are now openly soliciting opinions and suggestions for the revision of the law (outline attached).
The public call for comments and suggestions is open from Sep. 10, 2021 to Oct.9, 2021. Please submit your comments and suggestions and welcome the participation of people from all walks of life.

I. The definition, essence and characteristics of circular economy.
II. The significance of the development of circular economy in promoting high-quality economic development, safeguarding national resource security, achieving carbon peak and carbon neutrality, and promoting ecological civilization construction, etc.
III. Comparison of international law of circular economy.
IV. The implementation of the current Circular Economy Promotion Law of the People's Republic of China, problems and causes, etc.
V. The need for further legal focus on the regulation of the content, including.
(a) Extended producer responsibility system, total life cycle management, green supply chain management.
(b) The reduction of the production side, distribution side, and consumption side.
(c) Green design of materials, products, buildings, packaging, etc.
(d) Construction of circular economy development models for industry, agriculture, construction, production and living services.
(e) The development of recycling in industrial parks.
(f) Wasted materials, especially waste electronic information products, power batteries, fan blades, photovoltaic components, automobiles and parts, waste plastics, waste textiles and other recycling system construction.
(g) Resource recycling and recycling, remanufacturing and the promotion of recycled raw materials and remanufactured products.
(h) The recycling of water resources.

VI. The current "Circular Economy Promotion Law" specific amendments, including the name of the law, the framework structure, the legislative purpose, the definition of circular economy, the basic management system, incentives and constraints, incentives and penalties, the legal responsibilities and obligations of relevant parties, as well as specific provisions of the proposed amendments.
