On 18, October, 2018, Ecological Progress and the Community of Shared Future for Mankind: the 1st International Forum on Ecological Progress & the 4th Pu’er Green Development Forum was held in Beijing.

Relevant leaders of the National People’s Congress, the National Committee of the CPPCC, Yunnan Province, and Pu’er City, and about 300 people including experts, scholars, and entrepreneurs from home and abroad attended the forum. CCTV famous anchors hosted the forum. In this event, the results for the Pu’er City Gross Ecosystem Product (GEP) accounting project jointly conducted by CBCGDF and the Pu’er Municipal Government and the Research Center for Eco-Environmental Sciences of Chinese Academy of Sciences were officially released.


After keynote speeches given by relevant leaders, the Forum released the results. Xie Boyang, the State Council Counselor, former vice chairman of the National Federation of Industry and Commerce and head of CBCGDF, officially released the results of Pu’er City’s GEP results.


Xie Boyang first expressed it was his honor to be invited again and to introduce the Pu’er City GEP accounting carried out in the past year to the guests. He pointed out that GEP is the product of the close cooperation between Pu’er City and CBCGDF on the green development of Pu’er City. He hopes that everyone can learn about the ecological protection and green development of Pu’er City from a new perspective. The main contents of Xie Boyang’s speech are as follows:


Why advocate and promote Gross Ecosystem Product (GEP) accounting project:


Xie Boyang pointed out that in the past, the long-term dominant GDP assessment index system focused on economic output and did not consider the damage to the ecological environment. This also made the rapid development of the economy in the past few decades, while the ecological environment deteriorated drastically. The core focus of ecological conservation is to maintain ecosystem diversity, species diversity, and functional diversity, rather than simply maintain “green”.


Everyone now feels the negative impact of the destruction of the ecological environment. To cope with and solve these environmental problems, the green GDP assessment system came into being, that is , while emphasizing economics development, it increased the concern for environmental damage and resource consumption, that is, the cost of environmental and resource consumption.


In recent years, as China’s core concept of green development has become more and more popular among people, governments at all levels have paid more attention to ecological and environmental issues, and the deterioration of the ecological environment has been alleviated, especially since the implementation of the revised Environmental Protection Law of the People’s Republic of China. Environmental governance has achieved remarkable results and has made great progress.


The Gross Ecosystem Product (GEP) is an indicator system that considers the ecosystem as a whole. We believe that such an evaluation system is more scientific and reasonable, and it can effectively correct the shortcomings of the previous performances appraisal system. GEP refers to the sum of the value of the final product and service provided by the ecosystem for human well-being and sustainable economic and social development. “GEP = Product Offering Value + Adjusting Service Value + Cultural Service Value”. Its core contribution is to estimate the value of regulatory services and cultural services provided by ecosystems that were neglected in previous GDP and green GDP accounting systems. This part of the value is huge, and it also realizes the goal of transforming Green Mountains and Rivers into a measurable Wealth, which has not been considered in the previous assessment system.


Why carry out the GEP Pilot project in Pu’er City?


Pu’er has a livable temperature and humidity condition, high forest coverage, abundant biodiversity resources, and high value of natural resources and ecological assets. The GEP pilot project in Pu’er has important reference significance for the evaluation of other excellent ecological environment resources in China and the value of the development of Green Mountains and Rivers.


In addition, Pu’er City, as the largest area in Yunnan Province, has a geographical advantage. Carrying out GEP accounting project can help quantify China’s ecological contribution under the framework of the Greater Mekong Subregion Economic Cooperation. The most important thing is that as the only green economy pilot demonstration zone in the country, Pu’er City has carried out a series of innovative explorations on systems and mechanisms in the past few years. The GEP accounting pilot project in this experimental field can get the maximum support and rapid application. The actual situation has also proved this point, so it is also the reason on today’s release of the accounting results.


Pu’er City GEP Accounting Result and Conclustions:


Under the leadership of the Pu’er Municipal Party Committee and Municipal Government, the GEP accounting leading group and the joint working group led by the secretary of the municipal party committee were established. According to the ecological characteristics of Pu’er City, the GEP accounting index system of Pu’er City was jointly constructed and based on this system. The GEP for the three years of 2010, 2013 and 2016 was accounted. Among them, in 2016, the final result of GEP accounting in Pu’er City was 505.872 billion yuan, of which the value of products provided was 38.3 billion yuan, accounting for 8% of GEP; the value of regulating services was 439.9 billion yuan, accounting for 87% of GEP; the value of cultural services was 27.6 billion yuan, accounting for 5% of GEP. It can be seen that the value of the ecosystem adjustment services that we do not account for but actually exist is enormous.


Judging from the districts and counties, the GEPs in Qixian, Jiangcheng and Jinggu counties are relatively high, at 103.3 billion yuan, 71.4 billion yuan and 63.7 billion yuan respectively. Three commentary conclusions:


A.    From 2010 to 2016, the GDP and GDP of Pu'er City showed an increasing trend, with relative growth rates of 14% and 129%, respectively, and the ratio between the two showed a downward trend, from 17.9 to 8.91, indicating that in the past six years, while the economy in the region has developed at a high speed, the ecosystem and GDP have grown at the same time, and ecological environment protection and economic and social development have been in a healthy development.


B.    In 2010-2016, the value of cultural services in the total value of GEP in Pu'er City increased rapidly, with a relative growth rate of 674%, and the value of product offerings also increased rapidly, with a relative growth rate of 126%. It explains that while the regional economy is developing rapidly, the value of ecosystem natural and human landscape services is being rapidly explored, and the growth structure is gradually optimized.

C. During 2010-2016, the ratio of GEP to GDP in all districts and counties is decreasing, and the growth rate of cultural service value is much higher than the rate of change in product supply and adjustment service value, indicating the ecological protection and economic and social development of each district and county. Balance and economic structure are continuously optimized. Taking Jinggu County as an example, from 2010 to 2016, the ratio of GEP to GDP was reduced from 12.72 to 6.85, and the relative growth rate of cultural service value was as high as 812%.

It can be seen from the above data that in the past six years, Pu'er City has achieved double growth in economic development and ecological protection value under the strategy of urban construction and green development with ecological goals. This is a very good development trend.
