Moreover, after receiving the call from the volunteers, the relevant departments in Yuanshi County did not take active actions. Instead, they assigned tasks to the security personnel next to Huaihe River. "As a result, the village cadres allowed their acquaintances and nearby villagers to fish illegally. Fishing enthusiasts who only drove to the riverside for recreational fishing every day dealt with the problem and indirectly condoned bad behaviors such as nets, electricity, and fish. The destruction of the living environment of aquatic fish species in the Huaihe River Basin also indirectly affects the wild birds.

According to volunteers, on the evening of July 10, 2021, in the Huaihe River Basin, Yuanshi County, Shijiazhuang City. Someone used firecrackers to fry fish. This behavior was extremely bad and evidenced by screenshots and videos.

The videos and photos taken by volunteers in Huaihe show that illegal fishing activities such as blocking rivers, casting nets, sticking nets, electric fish abound in the river, and the illegal fishing activities are mainly concentrated in Huaihe County, Yuanshi County. 

Illegal fishing has severely damaged wading birds’ living environment and wetland, which is a serious threat.

According to the "Announcement of the Ministry of Agriculture and Rural Affairs on the implementation of the Haihe River, Liaohe River, Songhua River and Qiantang River Basin Fishing Season System (Ministry of Agriculture and Rural Affairs Notice [2019] No. 1)" every year from 12:00 on May 16 to July 31 12:00 is the closed fishing season. The volunteers hope that the fishery department of the government can formulate relevant policies and take certain measures to stop illegal fishing.
