Zhou Jinfeng Will Meet Benjamin Gorlach, Senior Fellow and Head of Economic and Policy Assessment

In the late of next month, Dr. Zhou Jinfeng, the Secretary-General of CBCGDF will meet with an international colleague, Benjamin Gorlach.

 

Benjamin G?rlach is an environmental economist and Senior Fellow with Ecologic Institute. He works mostly on economic instruments in environmental policy, on the evaluation of environmental policy instruments and assessment of their impacts, as well as the economic valuation of environmental goods and services. A native speaker of German, he is fluent in English and Dutch and has a working knowledge of French.

 

This was introduced by Prof. Fred Dubee, the director of CBCGDF international working committee and a senior advisor, when he was attending the UNFCCC COP24 in December 2018.

 

CBCGDF proposed tackling climate change policy related recommendations to China's NPC and CPPCC two session meetings. Through deep involvement in global environmental governance through practical actions, CBCGDF has joined the world for tackling climate change. CBCGDF proposes to start from changing the environment, lifestyle, and behavioral habits, and advocate more public participation in climate change action. Focusing on the draft of China’s “Climate Change Response Law”, and combing the current efforts to increase public participation, CBCGDF constantly elaborate on establishing and improving relevant mechanisms and systems to effectively involve more people in implementing actions to address climate change.

 

Lately, Dr. Zhou has proposed to amend the Constitution of the People’s Republic of China to change the “Tree Planting” related content to “Protecting Biodiversity” due to the following reasons:

 

(1)  "Afforestation and protection of forest trees" are very important, but it also has historical limitations.

 

(2)  Planting trees as the basic law is no longer in line with the requirements of ecological civilization.

 

(3)  Incorporating the protection of biodiversity into the Constitution, which is conducive to the system construction of the ecological civilization system.

 

(4)  Support for scientific evidence: Biodiversity can promote productivity and bring economic benefits.

 

(5)  Facing the best historical opportunity to amend the Constitution.

 

(6)  If the conditions and cognition are still immature, it can be changed slightly: it is correct and necessary to change “protecting forest and trees” to “protecting biodiversity”.

 

Also, lately, Dr. Zhou made a speech “From Sanjiangyuan Scientific Expedition to Green Manufacturing, We Need to Act Now and Make Changes for Eco-Civilization” on the 2019 Ecological and Green Development Forum themed “Reform and Innovation”.

 

During the time, a scientific expedition team co-organized by CBCGDF was conducting a scientific investigation in Zhuonai Lake in the hinterland of the Qinghai-Tibet Plateau. Dr. zhou pointed out that sandstorms are raging at the source of the Yangtze River. To control the dust and sandstorms, it is of utmost importance to protect the source of the Yangtze River. The ecological security of Qinghai Province is of great significance to the development of China. He called on the public to pay attention to the protection of Sanjiangyuan.

 

Dr. Zhou and Mr. Benjamin Gorlach both look forward to this meeting because of their mutual concern in related fields.
