China Biodiversity Conservation and Green Development Foundation (CBCGDF) co-organized the 2019 China International Cole Industry Conference with the China Industrial Overseas Development Association, the European and American Alumni Association Entrepreneur Association, and the China Agricultural International Exchange Association. The Chairman of CBCGDF Hu Deping was invited to the conference and delivered a keynote speech. The content is shared below.

 

I am very grateful to the "2019 China International Cole Industry Conference" hosted by four units. The National Development and Reform Commission is also the guiding unit of the conference. I wish that after this meeting, China's cole production and rapeseed oil production will have a rapid development, benefiting the whole people.

 

First, the great changes in the diet of the Chinese people

 

The issue of "agriculture, rural areas and farmers" in China is a matter of vital importance to the people's livelihood. It is an extremely important and serious issue. I think it is still a calm topic. On November 7, 1984, Hu and Wan talked about food issues. The talks predicted that the domestic market has huge room for change in food structure. No country can compare with China.

 

The first line of food: food, vegetables, melons, beans. Pre-reform situation.

 

The second line after the upgrade: fruit, eggs, sugar, oil.

 

The third line: fish, meat, milk, wine.

 

They also talked about "the article on food must be done indefinitely." What is meant by "doing it indefinitely"? I believe that after exhausting traditional agricultural production and technological methods, how to apply modern and future science and technology to agricultural production. They have an idea to use a generation of people (30 years) to fundamentally change the food structure of the Chinese nation. By the year 2000, there will be 10 million cows, 500 million pigs and 2 billion poultry. According to statistics from relevant departments, the number of dairy cows in China has reached 14.94 million in 2012. There are 700 million pigs in stock, and the number of poultry is unknown. The vision of the leaders at the time was not romantic. Food problems require both addition and subtraction. Nowadays, food has entered a new stage of green, organic and healthy. This is an extremely serious task. Foods should be green and organic. First, the chemically harmful residues of cultivated land must meet international standards, and the residues of heavy metals should not exceed the standard. How much land is there in excess of the standard? The importance of the problem involves the healthy development of agriculture, which must begin with the repair and improvement of the soil.

 

Second, the problems reflected in Sino-US trade negotiations

 

The food for the people is a big country with a population of 1.4 billion. The need for food is undoubtedly a matter of nature. We certainly need to put our rice bowl in our hands, but we do not exclude market transactions in the development of various agricultural products with countries all over the world, and use market means to deploy our food structure. The dangerous situation is the main products and bulk products in agricultural products. Because trade makes the industry of a certain bulk product have serious and absolute dependence, and is monopolized by outsiders, this is extremely terrible for China's people's livelihood. Because China is a country that is oriented towards domestic demand, unlike some countries that are trade-based and foreign-oriented development. It is Japan, which is a trade country. They also have a special policy for their farmers and agriculture. Even in developed market economies, cooperative economic organizations in rural Japan protect nationals.

 

What is unimaginable is that the gap between China and the United States in the production of agricultural products is so large. We are also importing large quantities of soybeans, cotton, pork, sorghum, wheat, corn and dairy products this year. It is not surprising that imports range from a few million tons to tens of millions of tons.

 

Why import so many agricultural products? Someone replied: Because the prices of these agricultural products in the United States are lower than those in China, and the market economy is more competitive, why not buy cheap goods? An article in 2014 mentioned that China's rice is higher than US$73 per ton, wheat is higher than US$103 per ton, corn is higher than US$180, and soybean is higher than US$530. In fact, China and the United States have subsidies for the production of soybeans. For some time, the total amount of subsidies between the two countries is not much different. However, because the agricultural population of the two countries is very different, the subsidies received by American farmers are dozens of times that of Chinese farmers. As a result, the cost of soybean farmers in China is extremely high, but life is very tight. Recall that the United States is not a country that monopolizes the soybean industry and does dumping sales. If our enterprises buy a large number of cheap foreign products and return to the country to sell high prices, this unspeakable sale should stop as soon as possible. This is also the first major event that China needs to do its own thing first. Isn't reform going out of the agricultural production system?

 

Third, the implementation of this year's "Central No. 1 Document" to develop rapeseed production

 

This year's "Central No. 1 Document" clearly stated: "Support the production of rapeseed in the Yangtze River Basin, promote the demonstration and promotion of new varieties and new technologies, and mechanization of the whole process." The Yangtze River Basin flows through the Tianfu Kingdom of Sichuan, the Jianghan Plain, Jiangxi, Anhui, and the Hangjiahu Plain. It is a good place to grow rapeseed, that is, Qinghai Province also has a large area of land for planting. Rapeseed is grown in winter after harvest. The oil consumed by the Germans is mainly cauliflower oil, and the rapeseed is the best green fertilizer for the fertilizer, and there is no chemical pollution. The development of oil-laid flower planting is in full compliance with General Secretary Xi’s view that “the Yangtze River Economic Basin does not engage in large-scale development and draws great protection”.

 

Chairman of the Tianfa Group Gong Jialong, from 1997 to 2004, under the guidance of Professor Fu Yandong, the “father of rapeseed”, cooperated with 2 million farmers in Jingzhou, planting 6 million mu of rapeseed annually, and the annual processing capacity of rapeseed reached 1.2 million tons. According to their estimates, there are 120 million mu of cultivated land for rapeseed along the Yangtze River. The annual harvest of rapeseed can reach 30 million tons, and the oil production can reach 14 million tons, which can almost replace the US imported soybeans. Save 350 million acres of soybean cultivation. This is a folk accounting method. At that time, it can also produce 18 million tons of rapeseed meal, which can be used for feed of cattle, pigs, chickens and fish. The comprehensive benefit can increase the income of 40 million farmers by 180 billion yuan and benefit the consumers across the country.

 

Chairman Gong Jialong won the support of the national leaders in 2004 because he led the Jingzhou farmers to grow rapeseed extensively. Unexpectedly, a few years later, he was trapped in jail and was completely rehabilitated in 2008. In the future of the Sino-US trade war, we must first do a good job in our own domestic affairs, strengthen the building of the legal system, improve the business environment, and enable all kinds of entrepreneurs who are dedicated and law-abiding in the country to produce with peace of mind and believe in the power of reform. All have their own long-term goals, and they are considered a stable society. Peace of mind, what do you believe?
