On September 9, General Secretary Xi Jinping chaired the 10th meeting of the Central Committee for An Expanded In-depth Reform Agenda and delivered an important speech. The meeting deliberated and adopted "Opinions on Further Strengthening the Control of Plastic Pollution", pointing out that "orderly prohibition and restriction of the production of some plastic products", advocating a simple, moderate, green and low-carbon lifestyle, launching Green families, green schools and other initiatives to establish and improve the relevant policies and management of green life, promoting green consumption and green development.

Since 2017, the CBCGDF has been paying attention to the construction of ecological civilization on school, and issued the "Green School" standard, regarding plastic book cover as a very representative case in the construction of the green school.

Compulsory wrapping of plastic book covers in primary and secondary schools is common throughout the country. A three-year survey of the CBCGDF found that many primary and secondary schools around the world use plastic book covers, especially in the starting of school, with conservative estimates of the annual use of hundreds of millions. Plastic book covers are not only directly related to global pollution control and green school construction, but also drive large quantities of chemical products to meet the requirements of schools, and indirectly exacerbate the safety problems such as successive explosions of chemical plants. Therefore, primary and secondary schools in China do not recommend the use of plastic book covers, which can play a typical driving role in reducing plastic waste from the source and promoting the construction of the green school.

As for the garbage disposal problem concerned by the General Secretary, especially the plastic garbage problem. Garbage is not only a matter of classification and recycling but also measures should be taken to reduce the amount of waste from the source and reduce unnecessary plastic pollution, waste of resources and health damage.

In 2018, there are 149,918,400 primary and secondary school students in China. They do not use plastic book covers. They will play a far-reaching role in cultivating students' awareness of ecological environment protection from an early age.
