DSI enables the genetic resources without access to the organism physically. The definition of CBD article 2 on genetic resources as “genetic material of actual or potential value.” The term “genetic material” means any material of plant, animal, microbial or other origin containing functional units of heredity. So according to the CBD and Nagoya Protocol, both tangible and intangible material is considered as genetic material. Any physical organism has the same value as its genetic information. Therefore, the use of DSI implies us of Genetic resources.

We need to check the history of Nagoya Protocol; benefits must be applied in all situations where genetic resources are accessible.

-Malaysia delegate

There is slow progress towards the utilization of resource mobilization; as a result there is slow progress of capacity building. For post 2020, we need more robust framework for financial mechanism.
