On November 9, 2018, the Center for Legal Assistance to Pollution Victims of China University of Political Science and Law and Friends of Nature held a roundtable seminar on the theme of climate change and low carbon development. Ma Yong, deputy secretary general of CBCGDF, was invited to attend and expressed his opinions.

 

This seminar is divided into two sections. The first section introduced, commented and discussed “Friends of Nature’s Environmental Public Interest Litigation against the State Grid Gansu Electric Power Company in 2016”. This part was presided over by the personal from Friends of Nature, who also gave an introduction on this case’s background. The attorney of the case gave a detailed introduction to the entire case. Prof. Cao Mingde from China University of Political Science and Law gave a professional comment on the case from its significance, the difficulty of filing the case to its thorough difficulties. Pro. Wang Canfa from China University of Political Science and Law spoke about climate change and public interest, as well as public interest litigation. In the last part of this section themed “Promoting Climate Change through the Judicial Approach – Opportunities and Challenges”, Ma Yong expressed his views in conjunction with CBCGDF’s own cases.

 

The second section focused on the discussion of “NGOs participating in climate change”. Firstly, the heads from the Energy Research Institute National Development and Reform Commission, and China National Renewable Energy Centre introduced the development of China’s renewable energy, policies and outlook for the future from the perspective of “The causes and prospects of China’s rapid development of renewable energy – technological progress and policy actions”. A lawyer of a law firm spoke on “How to implement the incentive mechanism of the wind/photovoltaic enterprises through the legal system”. At the end, the participants discussed “How NGOs can promote the transformation of energy consumption structure”.

 

At the end of the seminar, Prof. Wang Canfa summarized it. He said that the seminar was very successful, and that China needs energy transformation and tackling climate change. He hopes that with the efforts of everyone, China will become more and more prosperous and the environment will get better and better.
