It also strictly requires the relevant parties of cement-based permeable crystalline waterproof materials to strengthen the management of material quality and construction, so as to ensure that it, together with other waterproof materials, will help my country's high-quality development in the new era and the realization of the national dual-carbon goal (to the Ministry of Housing and Urban-Rural Development: The restrictions on the use of cement-based permeable crystalline waterproofing materials in waterproofing projects should be lifted).

On January 29, the Quota Division of the Ministry of Housing and Urban-Rural Development sent a letter to reply, explaining the premise and principles of the regulations for the outer waterproof layer of the cut-and-cover underground project, and interpreting the requirements that the alternative materials and technologies should follow.


The reply stated that:


The national mandatory standard "General Specification for Waterproofing of Construction and Municipal Engineering" (hereinafter referred to as this specification), which is being compiled, intends to stipulate that at least one waterproof membrane or waterproof coating shall be selected for the external waterproof layer of open-cut underground engineering. In order to meet the requirement of "the working life of underground engineering waterproof design should not be less than the working life of engineering structure design", on the basis of summarizing the practical experience of underground engineering waterproofing, determine requirements for basic technical measures.


When other materials and technologies are used to replace the above-mentioned provisions, the "innovative technical methods and measures shall be demonstrated and meet the performance requirements of this standard" in the general provisions of this specification. Under the premise that it can meet the working life requirements of waterproof design of underground engineering, it can be applied in engineering, which is equivalent to complying with the provisions of this specification.
