Zhou Jinfeng on COVID-19 and Wildlife: The Significance of People’s Participation in Ecological Protection | Themed Webinar at Industrial Bank’s Invitation

At 7:00 p.m. on April 25th, at the invitation of Industrial Bank, Dr. Zhou Jinfeng, the Secretary-General of China Biodiversity Conservation and Green Development Foundation (CBCGDF) shared his research thinking on biodiversity protection, COVID-19 epidemic situation and public participation in the construction of ecological civilization under the title “Under the background of ecological civilization, it is more necessary to protect wildlife to ensure ecological security”. This report mainly includes six parts:


1. How do we get to the present of civilization in terms of mass extinction and climate change?

2. Ecological civilization, a new period of human civilization.

3. COVID-19 epidemic situation and the Decision of the National People’s Congress, all sectors of the society pay close attention to the outstanding problems caused by the indiscriminate eating of wild animals.

4. The lesson and inspiration of COVID-19, taking green finance as an example.

5. The typical and paradoxical story, HbS (Human-based Solution) protects biodiversity.

6. The harmonious coexistence of human beings and wild animals, building beautiful China.


Dr. Zhou first popularized the knowledge of the sixth mass extinction on earth: Human behavior is leading to the intensified loss of biodiversity; the global climate change, ozone hole, ecological overload, and other issues were analyzed; the Millennium Development Goals (MDGs), Sustainable Development Goals (SDGs) and Biodiversity Convention were also introduced. In the second part, Dr. Zhou further interpreted the ecological civilization. As a new era of human civilization, ecological civilization should be a state of harmonious coexistence between man and nature. He also stressed that why ecological civilization should be built and explained the importance of ecological security.


In the third part, Dr. Zhou continued to explain in detail the internal relationship between the global ravaged COVID-19 epidemic and wildlife. In just 20 years of this century, there have been three coronavirus outbreaks: Severe acute respiratory syndrome (SARS-CoV), Middle East respiratory syndrome (MERS), and the new coronavirus COVID-19. There are many kinds of viruses in nature, and occasionally they spread to people or other animals across populations, that is, the “spillover” of viruses. There are various possible “spillovers”, such as the existence of intermediate hosts, eating bats, and other wildlife factors. Data shows that: at present, 70% + new infectious diseases are from wild animals! For example, Hendra virus, Influenza A virus subtype H7N, Ebola hemorrhagic fever, Zika fever, and other diseases. Zhou Jinfeng also described the cases such as “novel coronavirus and pangolin”, “SARS and civet cat”, “MERS and camel”, “Henipavirus and fruit bat”. He emphasized that the Decision issued by the National People’s Congress on February 24th stressed the need to strengthen the maintenance of public health and ecological security and the protection of wildlife. To protect the ecological environment is to protect human beings themselves. CBCGDF has been actively promoting the revision of the Wildlife Protection Law and the relevant provisions on the prohibition of eating wild animals, and solemnly declared to the major foreign media that “China’s reopening of the wet market” is untrue!


The fourth part is about the enlightenment and lessons of the COVID-19 epidemic. Dr. Zhou analyzed the relationship between enterprise investment decision and ecological protection with “Sichuan Yalong River hydropower station construction and extremely dangerous species Acer quinquefolium”, “Indonesia Tapanuli orangutan”, “wind power problem” and other cases. Green finance is related to the sustainable development of human society, and it is one of the most effective means to deal with environmental deterioration, ecological damage, and environmental crisis. We must not simply consider whether the financial support object is a green industry. At the same time, we should avoid those behaviors that cause ecological environment damage in the name of green.


In the fifth part, Dr. Zhou focused on the “Human-based Solution” (HbS), which aims to alleviate, improve and make up the “ecological debt” owed by people in the era of ecological civilization from the bottom up by encouraging people and communities to participate in the ecological environment protection. He also shared many stories about the Community Conservation Area (CCAfa) System promoted and set up by CBCGDF and the ecological protection with the people, including “Community Conservation Area for Sand Martin at Yuanshi, Hebei: efforts from government and people”; “Community Conservation Area for Relict Gull at Tianjin: active suggestions”; “Community Conservation Area for Spotted Seal at Panjin: wild release and popular science activities”; “Community Conservation Area for Great Bustard at Henan: patrol and rescue”; “Hanjiang conservation area in Hubei Province: volunteer action”; as well as pangolin protection series of stories, Tibetan antelope, Chinese forest frog, and yellow-breasted bunting and many other cases.


The sixth part is about the harmonious coexistence of human and wild animals. The 19th National Congress of the Communist Party of China proposed that building an ecological civilization is a millennium plan for the sustainable development of China. In this context, it is of great significance to protect wildlife, protect biodiversity, build a beautiful home for the harmonious coexistence of humans and wildlife, and actively promote the construction of ecological civilization.


In the interactive communication, Dr. Zhou introduced the ways and methods of people’s participation in ecological environment protection from three dimensions:


1. Protection actions can be carried out directly. It is not only to participate in patrol investigation, animal rescue, and other activities but also to participate in all aspects of life, such as garbage classification, plastic reduction, resource conservation, and so on.


2. Through advocacy, the choice of the people can affect the development and decision-making of various industries. For example, the Environmental Public Interest Litigation (EPIL) of social organizations against Baidu, Meituan, Eleme, and other takeout platforms is a typical case.


3. Targeted, professional, and in-depth participation. People can promote the revision, adjustment, and promulgation of policies and laws related to ecological environment protection and contribute to the modernization of the national governance system and governance capacity.
