On April 20, 2020, the National Development and Reform Commission gave a clear definition of "new infrastructure" for the first time at a regular press conference, emphasizing that new infrastructure is driven by technological innovation and based on information networks, mainly including information infrastructure and converged infrastructure and innovative infrastructure, but does not include UHV (the most advanced transmission technology), intercity high-speed rail and rail transportation that are interpreted by the market.

The new infrastructure mainly includes three aspects.

The first is information infrastructure, mainly referring to the infrastructure generated based on the evolution of a new generation of information technology. For example, communication network infrastructure represented by 5G, Internet of Things, Industrial Internet, and satellite Internet, new technology infrastructure represented by artificial intelligence, cloud computing, blockchain, etc., represented by data centers and intelligent computing centers computing power infrastructure, etc.

The second is converged infrastructure, which mainly refers to the deep application of Internet, big data, artificial intelligence and other technologies to support the transformation and upgrading of traditional infrastructure, and the formation of converged infrastructure, such as intelligent transportation infrastructure and smart energy infrastructure.

The third is innovation infrastructure, which mainly refers to the infrastructure with commonweal attributes supporting scientific research, technology development, and product development, such as major science and technology infrastructure, science and education infrastructure, and industrial technology innovation infrastructure.

China Biodiversity Conservation and Green Development Foundation (CBCGDF) believes that, especially under the influence of the current COVID-19 pandemic, remote conferences, home office, Internet of Things, and smart life are all inseparable from "new infrastructure", and hope that the promotion of "new infrastructure" can stimulate the economy and promote development .

While China released the "New Infrastructure", Dr. Zhou Jinfeng, the Secretary-General of China Biodiversity Conservation and Green Development Foundation (CBCGDF) also put forward the expression of "Neo-New Infrastructure".

What is "Neo-New Infrastructure"? It means "the construction of life". At the moment, people around the world are deeply affected by the pandemic, which gives an important lesson to mankind, that is to protect the safety of life.

So how to ensure the safety of life? On February 24, the National People's Congress of China issued a comprehensive ban on illegal wildlife trade, to eliminate the bad habits of people eating wild animals, and to ensure the safety and health of people. This is the guarantee of life safety. "Neo-New Infrastructure" is "the construction of life", which is "the construction of life habitat". However, how to build? For what? Who will build it?

First, the main target of "Neo-New Infrastructure" is the important habitats destroyed by industrial civilization, covering the sea, land, and air, such as the construction of wetlands, coastlines, natural primitive ecological forests, ponds, rivers, dark and starry sky, habitats for microorganisms in soil, etc.

"One whale falls, everything is born", seeing the phenomenon of whale falling, cannot help but lament the beauty of life. Whale fall refers to the phenomenon of a whale sinking into the sea after it dies. After the whale died, its body sank to the bottom of the sea, and then formed a complex life cycle system. In a sense, it can be described as a huge "birthplace of life." However, there are also dead bodies of large mammals on land, but in the name of modern industry, it is "waste" and "pollution". However, if humans think about this phenomenon from the perspective of whale falling, it is actually a "habitat" of a new life group, a "source of life" for other wild and microbes, and a "habitat" of microbes, enough form an important part of the life cycle system.

The destruction of wildlife habitat is also the destruction of human life habitat. For example, the infectious diseases caused by Nipah virus in Malaysia are closely related to the loss of habitat for bats. At present, the whole country is responding to the "prohibition of the consumption of wild animals", which is a very helpful measure to protect lives. At the same time, we should also know that the protection and construction of wildlife habitats not only protects wild animals, but also protects human habitats and guarantees the safety of human life. Therefore, the construction of human habitats can also be called "the construction of the land of life." Here, I would like to share a few examples of wildlife habitat protection.

1. Barren beach. For example, the tree planting project of Nanhui Dongtan in Shanghai. This method of planting trees has caused migratory birds to lose their habitat. Obviously, this method is inappropriate. As another example, Tianjin's natural shoreline is rapidly disappearing. In this regard, the Tianjin Municipal Government has recently made up its mind to restore Tianjin ’s natural coastline.

2. Protect the "last piece of pure land" of the Sand Martins in the river channel in Yuanshi County. In the Huaihe River Basin of Yuanshi County, Hebei Province, there are four sandbanks with nests of sand martin. The sand martin specializes in preying on insects flying in the air, especially good at catching low-flying insects close to the ground and water; they can protect crops and reduce the infestation of pests and maintain the safety of human food. The "Huaihe River Rehabilitation Project" led to the solidification of the river tunnel and caused damage to the habitat on sand martin's sandbank. The original hundreds of sand martins and more than thirty black storks cannot continue to survive there.

On the afternoon of April 1, CBCGDF hosted the "Sand Martin Protection Expert Seminar in Yuanshi County" to discuss the problem of the destruction of the breeding grounds caused by the river channel construction of sand martins’ habitat in Yuanshi County, Shijiazhuang, Hebei Province. The final conclusion is that there should be spared no effort to protect the habitat of only one sand martin habitat in the upstream of the project, and it is recommended that the relevant departments "restrict development".

3. Protection of Libellula angelina habitat. On June 15, 2019, ground cage nets that should not have appeared during the fishing-ban season were found in ponds in the Libellula angelina habitat in Tianjin, which seriously endangered the safety of Libellula angelina and other aquatic organisms. Almost all the reeds around the pond have been cut, and the reeds are the spawning sites for most dragonflies and an excellent shelter for many water birds; Losing the reeds, this little ecosystem has been hit hard! In response, the CBCGDF research department immediately sent a letter to contact relevant units to support related work. After learning and verifying the matter, the relevant local authorities quickly issued a notice. The garden responded quickly, temporarily protecting the pond and its surroundings, and cleared all the ground cage nets in the pond. This is the construction of the protection of the Libellula angelina habitat, the construction of habitat health, and is conducive to the safety of biological life on earth.

Therefore, as a whole, all natural habitats such as barren beaches, river embankments, natural forests, natural waters, and ponds are "construction of land of life."
