On December 14th, 2019, the “National Antibiotic-free Industrial Science and Technology Innovation Alliance Establishment Conference and Antibiotic-free Industrial Summit Forum” jointly sponsored by the Chinese Academy of Agricultural Sciences Feedstuff Institute and Zhongjianan Testing Certification Center was held in Beijing. During the two-day conference, Zhou Jinfeng, Secretary-General of China Biodiversity Conservation and Green Development Foundation (CBCGDF), was invited to participate in the seminar on certification standards for antibiotic-free products and the preparatory meeting for the establishment of the alliance. More than 150 experts and representatives of breeding, processing and distribution enterprises from scientific research institutes and universities all over the country attended the meeting.

 

According to the introduction, in order to implement the spirit of the 19th National Congress of the Communist Party of China, closely around the implementation of the Rural Revitalization Strategy, as well as the “Guidance on Promoting the Healthy Development of Veterinary Medicine Industry”, the “Five-year Action Plan for the Comprehensive Treatment of Veterinary Drugs (Antibiotics) (2015-2019)”, the “National Action Plan for Curbing Drug Resistance of Bacteria from Animal Sources (2017-2020)”, Chinese Academy of Agricultural Sciences Feedstuff Institute and other units jointly initiated the establishment of “National Antibiotic-free Industry Science and Technology Innovation Alliance”.

 

According to the product certification standards, Zhou Jinfeng said that unified standards should be established for antibiotic-free products, and there should be standards for standardized products, as well as corresponding standards for food raw materials. In addition, he introduced that in fact, the use of antibiotics in the sea is very severe, stressed that it is necessary to conduct random inspection of products and that this standard should aim at promoting the proportion of products first. For example, the proportion is 1%. If this goal is achieved, it will be a leading achievement. He also introduced that CBCGDF is one of the first charity organizations in China recognized by the Ministry of Civil Affairs. It has the qualification of public fundraising and is a national level society. The establishment and scope of work of this alliance are highly related to the work of CBCGDF on ecological environment conservation.

 

Lu Qingguang, former vice president of the Graduate School of Chinese Academy of Agricultural Sciences, pointed out that 2020 will be the first year of an era for the development of antibiotic-free industries in China. The newly established National Antibiotic-free Industry Science and Technology Innovation Alliance will give full play to the functions and functions of industry organizations in brand incubation, industry self-discipline, and other aspects, carry out in-depth antibiotic-free research and promotion, strengthen industrial structure adjustment and scientific and technological innovation, improve the production efficiency and quality safety level of the breeding industry, promote the sustainable and healthy development of the breeding industry, and welcome the arrival of the new era of antibiotic-free.

 

At the meeting, Gan Xiaoying, a researcher at the Chinese Academy of Agricultural Sciences Feedstuff Institute, said that the alliance would make full use of its own advantageous resources and cooperate with each other to build an evaluation system for antibiotic-free industrial technology; through the preparation of national certification and accreditation industry standards without antibiotic-free product certification specifications, the development of standards and technical specifications in line with international standards; and also guide enterprises to adopt antibiotic-free production technology, strengthen quality control in the whole production process of antibiotic-free products, and build firewalls for food safety in China.

 

Deng bin, director of Zhongjianan Testing Certification Center, proposed that through advocating and promoting antibiotic-free product certification, we hope to select antibiotic-free innovative demonstration technology and antibiotic-free demonstration base nationwide, further improve the market environment with 1% demonstration effect, provide regulatory basis for government departments, promote the healthy development of the industry, and finally let the people really use safe food at ease.

 

Zhou Wenlong, the chief expert of China Rural Technology Development Center of the Ministry of Science and Technology and senior consultant of the United Nations Office for Project Services (UNOPS), suggested that after the formulation of certification standards for antibiotic-free products, we should start with high value-added single products, select antibiotic-free demonstration areas through specific production areas, categories, standards and channels, and establish a “one chain with two end, one insurance for two products”, including production end, consumer end, supply chain, quality control, brand, and insurance, and let the whole industrial chain form a closed loop.

 

Dai Xiaofeng, director of the Chinese Academy of Agricultural Sciences Feedstuff Institute, emphasized that promoting the development of antibiotic-free industries is not only in line with the national strategy of banning, reducing, limiting and substituting resistance, but also the general trend of industry development, so it will be successful. It is hoped that the alliance will strictly abide by national laws and regulations, carry out its work in accordance with the basic requirements of the socialist core values, and consciously accept the supervision of the public media of all levels of government.
