This standard was issued in 2013. The number and color of stars are used to indicate the grade of hotels. The stars are divided into five levels, i.e. one star, two stars, three stars, four stars and five stars (including platinum five stars). The low level is one star and the high level is five stars. The higher the star level, the higher the level of the hotel.

In its general part, section 5.3 states: "unless there are higher requirements in this standard, the building, auxiliary facilities, service items and operation management of the hotel must comply with the current national laws and standards on safety, fire protection, health, environmental protection, etc."

In 2013, "ecological civilization" was not yet mainstream.

In 2018, ecological civilization was written into the constitution and became the guiding principle of the millennium plan for the sustainable development of the Chinese nation.

Ecological civilization as a new form of human civilization after the industrial civilization puts forward new requirements for green production and lifestyle. Just now, the decision of the Central Committee of the Communist Party of China on several major issues concerning upholding and improving the socialist system with Chinese characteristics and promoting the modernization of national governance system and capacity, adopted at the China’s 19th Fourth Plenary Session, clearly pointed out the direction of "upholding and improving the system of ecological civilization and promoting the harmonious coexistence of man and nature", and proposed to improve the legal system and policy orientation of green production and consumption and more consciously promote green recycling and low-carbon development ".

The standard evaluated the options for platinum five-star, the following three items are related to environmental protection (it is not necessary to meet the standards, but the options):

K. not less than 70% of guest rooms are equipped with silent, energy-saving and environmentally friendly refrigerators;

L. An opinion board shall be set for the reuse of bedding in the guest room, disposable guest appliances in the toilet and guest room;

U. disposable chopsticks, wet towels, and plastic tablecloths are not used in restaurants and bars.

It's very good to ask for the opinions of the guests, not to use disposable chopsticks and plastic tablecloths, but it should not be just carried out at platinum five-star hotels. The standard that all hotels above two-star should meet. This is a new requirement for the green transformation and high-quality development of the culture and tourism industry in the era of ecological civilization.

For this reason, the working group of "reduce plastics and pick up plastics" of the CBCGDF suggests that the Star-rating standard has a fundamental value guiding role and should be revised and adjusted as soon as possible.
