China's implementation of the national park system aims to maintain the authenticity and integrity of the natural ecosystem, protect biodiversity, protect the ecological security barrier, and leave a precious natural heritage for future generations. This is an important measure for China to promote natural ecological protection, build a beautiful China and promote the harmonious coexistence of humans and nature. " This is mentioned by General Secretary Xi in his congratulatory letter to the first National Park Forum. 

 

In order to carry out in-depth theoretical research on the protection of national parks and natural heritage, and to disseminate and share knowledge and experience on the protection of national parks and natural heritage, the International Symposium on the protection of national parks and natural heritage, sponsored by the Department of Geosciences of Beijing Normal University and the National Park Research Institute of Beijing Normal University, was held in Beijing Conference Center from October 19 to 20. China Biodiversity Conservation and Green Development Foundation (CBCGDF) was invited to attend.

 

This seminar focuses on the establishment of the national park system, nature reserve system, the legislation of nature reserve, community development, natural resource protection, and detection. Zhang Xiwu, a researcher and vice president of the National Park Research Institute of Beijing Normal University, said that since 2015, 10 National Park pilots involving 12 provinces are advancing step by step orderly. However, there are still some major problems in nature reserves, such as overlapping, unclear boundary, unclear responsibility, and prominent contradictions. How to solve these problems from the source is what all stakeholders need to think about and solve.

 

Wen Zuoming, a professor at Nanjing Forestry University, talked about the development of national parks and communities. "Chinese communities are characterized by a large population and unbalanced economic development in the East and West. More than 95% of the poverty-stricken areas are located in the most ecologically vulnerable areas, with animal husbandry in the West and planting in the East," he said. At present, we should strive for pilot funds for the reform of national parks as soon as possible. The overall rules of national parks should reflect the development plan of ecological products, reserve space for the development of ecological industries, and pay attention to the diversity and authenticity of community ethnic cultures while paying attention to biodiversity.

 

The key stakeholders of National Park are the management department, local government, and community residents. We should build a mechanism of interest coordination based on the principles of priority of protection, sharing by the whole people, fairness, efficiency and coordination dynamics. The National Park should be dominated by quality rather than quantity. The construction of the national park should give priority to resource protection, and then meet the needs of public leisure. In terms of legislation, Lv Zhengmei, deputy director of the social and Legal Committee of the CPPCC and the professor of Tsinghua University, said that the relationship between the National Park Law and nature reserves law and its importance should be changed from single local legislation to multiple comprehensive legislation. The legislation of conservation area is equal to science and legislation, so the system connection between the National Park Law and the natural reserves law should be considered as a whole.

 

CBCGDF has established more than 130 China Conservation Areas (CCAfa) sites, including China Conservation Area for Great Bustard at Tumuji, China Conservation Area for Acer pentaphyllum at Sichuan, China Conservation Area for Relict Gull at Tianjin, etc. How to strengthen the management and supervision of the natural conservation area system is an urgent problem to be solved in the construction of the current conservation area system. The construction of the nature reserve system is to better protect biodiversity and ecological civilization. Through this seminar, we will collect best practice cases, promote the further improvement and implementation of conservation policies, and promote the healthy development of China's national parks and nature reserves.
