Counting Pangolins: 23% of provinces release information disclosure, 6 provinces disclose data of approved pangolin use

“Counting Pangolins” is a research initiated by China Biodiversity Conservation and Green Development Foundation to investigate, analyze and assess the forestry authorities’ openness of information, data of pangolin seized by customs and status of pangolin taming and breeding.

 

One vital area of this project is to assess information like sources, sales data and breeding status of pangolins and their pertinent parts in pursuance of a better comprehension on pangolin sources, demand and breeding.

 

Until the end of November in the year of "Counting Pangolins", CBCGDF has investigated the disclosure on pangolins in 31 provincial regions (except for Hong Kong, Macao, and Taiwan) through the official website of provincial forestry authorities. For those that didn't post the information, CBCGDF has applied for the public information disclosure.

 

With respect to administrative examination and approval for pangolin use, 30 provincial regions embodied the official procedures for the process, while the information of Shandong could not be accessed as the website of Shandong Forestry is under update.

 

CBCGDF found that Quality of information disclosure was higher in 23% of provinces including Anhui, Xinjiang, Hebei, and other four provinces. Ten provinces achieved the disclosure of Pangolin administrative examination and approval on websites but the details could not be viewed, which accounted for 34%, whereas 13 provinces like Liaoning and Hunan showed no disclosure at all.

 

In regard to the extent of disclosure, public information about pangolins examination and approval is accessible in all provinces excluding Shanghai, Guangxi, Hebei, Shanxi, Anhui, and Guangdong.

 

On October, CBCGDF got in touch with 31 provincial forestry authorities through letters or phone calls. Until 10 December, only six provinces replied, among which Guangdong, Tianjin, and Inner Mongolia responded the number of approved pangolins and their body parts, relevant organizations, and usage, when Chongqing said that it had not yet carried out the approval procedure, and Jilin answered that it delegated the rights to the cities.
